Thanks to grants from the Delta Dental of Illinois Foundation and the Illinois State Dental Society Foundation, the Foster Family Resource Center of Southern Illinois is pleased to assist Southern Illinois foster families with obtaining dental treatment for the children in their care.
Children placed in foster care in Illinois receive Medicaid through the State of Illinois. Like most children, they are able to obtain free dental screenings through area health departments, educational outreach (such as the Southern Illinois University dental hygiene program) and traveling programs which visit schools, day care centers and community organizations. While these efforts provide screenings and some services such as fluoride treatments, cleanings and education, they usually do not provide treatments such as fillings, extractions and other work.
The number of Southern Illinois dentists who accept Medicaid coverage is extremely limited and many of those few who do accept the coverage either are not accepting new patients or are scheduling months ahead, severely limiting foster children’s access to dental care.
Through this program administered by the Foster Family Resource Center of Southern Illinois and funded through a grant from the Delta Dental of Illinois Foundation, foster children in the southernmost 22 counties of Illinois (Alexander, Edwards, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Marion, Massac, Perry, Pope, Pulaski, Randolph, Saline, Union, Wabash, Washington, Wayne, White and Williamson) can obtain basic treatments at dental offices which do not accept Medicaid.
The program covers the cost of dental treatments. Initial intake/examination charges are not covered. Orthodontic treatments including braces and retainers are not covered.
Here’s how the program works:
Once a necessary treatment has been identified through a dental screening or through observation by the foster parent, foster parents or dental office staff should schedule an appointment with a dental office of their choosing, then contact the FFRCSI for pre-approval of the procedure(s). Initial registration/request for funding should be completed with this online form.
The FFRCSI will work with the dental office to determine covered charges and make arrangements for payment.
The FFRCSI also will verify the patient’s eligibility by confirming Illinois DCFS case number, foster care placement and agency as well as residency in the served area.
FFRCSI will pay treatment expenses upon receipt of a bill from the participating dentist.

Payments will only be made to licensed dental professionals within Illinois. Funds will be allocated on a first-come, first-served basis until all grant funds have been used.
